CalCare Plus

As of 10/24/07: CalCare Plus, a legislative package proposed by Senate Republicans in the special session, aims to expand access to affordable care and coverage by providing incentives to create more clinics, giving employers incentives to offer Health Savings Accounts, encouraging providers to work in underserved areas, and changing Medi-Cal benefits to more closely resemble the private sector. The package of bills also changes health plan regulatory requirements to provide a greater choice of coverage products. The proposal offers health care providers a tax credit for costs of caring for the uninsured.

CalCare Plus would be financed by redirecting existing safety net and other funding for clinic and coverage expansion.

The CalCare Plus proposal closely resembles original CalCare proposal, SB 236, which Senator Runner introduced but did not advance in the regular legislative session.

Senate Republicans proposed a package of bills for the special legislative session. On January 16, the Senate Health Committee passed one bill in the package, SBX1 23, which provides employers a tax credit to help offset their administrative costs of creating health care cafeteria plans for their employees (as of 1/18/08).
