As of 11/06/07: Assembly Republican Leader Michael Villines’ (R-Clovis) health reform proposal, ABX1 8, aims to maximize individual choice, reduce health costs, and increase access to care. The bill would provide a greater choice among coverage options by changing regulatory requirements and would change the tax code to assist employers and individuals in purchasing coverage, including Health Savings Accounts. The bill also provides physicians with a tax credit when they provide charity care to the uninsured and increases Medi-Cal payment rates.

ABX1 8 would require that large conversion foundations spend 90% of their annual expenditures on health services for citizens who live in California but are ineligible to receive health care services through a local, state, or federal program.
